The ROTOR and ALERT Acts: Understanding the Most Consequential Safety Legislation in Decades
In the wake of the tragic mid-air collision last year of a U.S. Army Black Hawk helicopter with American Eagle Flight 5342 near Ronald Reagan Washington National Airport, the families of the 67 lives lost appealed to lawmakers to improve aviation safety by requiring all aircraft flying around busy airports to have key locator systems that let pilots know more precisely where other aircraft are. The Senate acted on this and passed the ROTOR Act unanimously. But it failed to pass by one vote in the U.S. House of Representatives.
The House instead passed its own legislation, the ALERT Act, last week. It has the support of the National Transportation Safety Board. Lawmakers will now have to work to find a compromise that will satisfy key Senators who think the bill still needs to be strengthened.
